Taiwan President Lai Ching-te was driven in the back of an armoured personnel carrier to a wartime command centre during a late-night phase of the island’s annual Han Kuang exercises, his office said on Thursday. Images released showed Lai in body armour and a helmet. It was the first time a sitting president has personally taken part in the “Wan Chun” plan, a Cold War-era protocol to evacuate Taiwan’s leader and keep the government functioning during a war or major crisis.
The 10-day Han Kuang drills, which began Wednesday, are testing command flexibility, inter-agency coordination and emergency response. Troops have deployed missile systems across the island, including Tien-Kung III air defence batteries near Taipei’s Songshan airport and launchers fitted to coast guard ships. Next week Taiwan will deliberately slow mobile internet speeds for the first time to test civilian communications under wartime conditions. The defence ministry reported 14 Chinese military aircraft and nine warships around the island on Wednesday. China has not commented on the war games.

By having the president personally rehearse continuity of government, Taipei signals it takes the “decapitation strike” scenario seriously, not as an abstract threat but as something worth wargaming at the very top. Chinese state media has openly discussed “beheading” operations against Taiwan’s leadership. Publicising the drill likely serves two audiences: it tells Beijing a strike on Lai would not collapse the state, and it shows Western partners Taiwan is a serious, prepared actor worth backing. Highly likely this was as much messaging as it was preparation.
