Saudi Arabia, Pakistan and Turkey signed a joint defence agreement in Mecca on Friday, binding three of the Sunni Muslim world’s most influential states as Middle East turmoil escalates. The “Mecca Joint Defence Agreement” states that an armed attack against any one signatory would be treated as an attack on all, according to a joint statement. It was signed by Saudi Crown Prince Mohammed bin Salman, Turkish President Tayyip Erdogan and Pakistani Prime Minister Shehbaz Sharif.
The statement gave no specifics on the commitments each country accepted, and it was not clear how far the pact would bind them to any military action. Turkish officials said it was purely defensive and not aimed at any specific country. Saudi officials stressed it was not a military axis, a sectarian bloc, or linked to any nuclear ambitions. The deal follows nearly a year of negotiations and builds on longstanding ties: Turkey holds NATO’s second-largest military, Pakistan is the only nuclear-armed Muslim country, and Saudi Arabia is a top oil exporter home to Islam’s holiest sites.
The pact comes amid a regional crisis triggered by US and Israeli strikes on Iran on February 28, after which Tehran and its allies began firing on Gulf states and blockading energy shipments. Pakistan has already deployed roughly 8,000 troops, fighter jets and air defences to the kingdom.

Most likely this is diplomatic theatre papering over a shaky US security umbrella. Riyadh has watched three years of war imperil its oil exports while doubting Washington’s reliability, and a public pact with two large militaries signals a hedge. The vague wording and absence of firm commitments point to deterrence signalling over a real mutual-defence machine. Possibly it also aims to counter Iranian pressure closing in from multiple directions. A genuinely integrated bloc is unlikely near-term, but the symbolism alone shifts the region’s calculus.
