Boris Nadezhdin, a 63-year-old former liberal lawmaker and one of the last openly anti-war figures in Russian politics, announced on July 19 that he is ending his campaign for the State Duma and withdrawing from opposition politics. He had been running as an independent in advance of the parliamentary elections scheduled for September.
His decision comes after a series of legal actions taken against him. Last month, the Justice Ministry designated Nadezhdin as a “foreign agent,” a label that prevents him from holding public office and, in practice, from collecting the signatures needed to be on the ballot. He was briefly detained and subsequently banned from leaving Russia after mentioning his consideration of relocating. Recently, a judge in the Moscow region fined him 1,000 rubles (about 13 dollars) for displaying “extremist symbols” after he shared a link to a 2023 video that featured an image of the late opposition leader Alexei Navalny.
Nadezhdin announced his team gathered the required signatures for his presidential bid, but he won’t submit them due to safety concerns for his supporters, staff, and family. He claimed, “They are silencing me and making my life increasingly difficult.” He gained national attention in January 2024 for his pro-peace platform, but the Supreme Court disqualified him from the March ballot, citing over 9,000 invalid signatures.

The tools used here are notable for how quiet they are. There is no trial, no long sentence, just a 13 dollar fine and an administrative label that makes candidacy legally impossible. It is possible this reflects nothing more than routine bureaucratic pressure on a marginal figure. The more likely read is that the war has given the Kremlin a durable justification for closing the last procedural gaps in the system, and that September’s elections are being managed well before voting starts. A system confident in its own popularity does not need to disqualify a candidate who polls in single digits.
