Former President Rumen Radev and his Progressive Bulgaria party won Bulgaria’s eighth parliamentary election in five years with around 44.7% of the vote, the first party to secure an absolute majority on its own since 1997. Voter turnout rose from 39% in 2024 to around 50%, with support coming from younger voters, middle-aged voters, those over 60 and a high expat turnout. Established parties suffered heavily, with the center-right GERB falling below 20% for the first time in its history and the Bulgarian Socialist Party failing to enter parliament for the first time since 1990. Radev has pledged to crack down on corruption, tackle inflation and pursue a more independent foreign policy within the EU, including the possibility of dialogue with Russia.
Despite the strong result, Radev faces significant challenges ahead. He will need to pass Bulgaria’s first budget since it joined the eurozone on January 1, and address inflation linked to the war in the Middle East. While his party is projected to hold 130 to 132 seats in the 240-seat parliament, he will still require the support of other parties for any judicial or constitutional changes requiring a two-thirds majority of 160 seats. His foreign policy position, particularly his refusal to condemn Russia’s actions in Ukraine and his past opposition to military aid for Ukraine, has drawn concern from other EU figures.

This election seems to reflect a broader trend of voters ousting incumbent parties in response to ongoing economic pressures and concerns about immigration. However, unlike similar shifts seen in countries like Hungary, the outcome in this case may be more advantageous for Russia due to the leader’s stance on the war in Ukraine and support for aid to Ukraine. The new party faces complex issues, especially with the ongoing Iran conflict driving up global energy prices. The trend of anti-incumbent voting is likely to continue, regardless of government success in addressing challenges.
