Philippines probing network of hundreds of alleged Chinese spies

Philippine authorities have uncovered a widespread network of alleged Chinese spies operating within the country, far larger than previously disclosed, according to a senior National Bureau of Investigation (NBI) official. The spies, believed to be involved in cybercrimes and espionage, have prompted heightened counterintelligence efforts, especially as tensions between Manila and Beijing have intensified in recent years. So far, eight suspects — six Chinese nationals and two Filipino accomplices — have been arrested, with plans to apprehend eight more. The NBI revealed that the accused conducted surveillance of over 120 locations, including ports and military bases linked to the US-Philippines defence agreement. International support has come from the US Federal Bureau of Investigation and the Australian Federal Police, though both agencies have refrained from public comment.

The espionage concerns come amid growing hostilities over the South China Sea, where Chinese vessels have been accused of ramming Philippine boats. President Ferdinand Marcos Jr. has voiced alarm over the rise of suspected Chinese spies, a problem exacerbated by the influx of Chinese workers tied to now-shuttered online casinos. The NBI linked some espionage activity to remote-access tools and CCTV monitoring of Philippine navy movements, but it remains unclear whether these operations were state-sponsored. China has dismissed the accusations, calling them baseless and accusing the Philippines of fueling anti-China sentiment.

While this is a good start, China likely has similar networks of intelligence officers operating throughout Southeast Asia. Although these public arrests may highlight the risks to other countries, more evidence might be needed for them to take action. Additionally, the exploitation of these detained individuals could possibly lead to the discovery of more networks both in the Philippines and across the region.
