Ukrainian military intelligence says North Korean personnel are now operating strike drones inside Ukraine and directing fires against Ukrainian positions. If confirmed, it marks a step up from the infantry role Pyongyang’s troops have played since deploying to Russia’s Kursk region in 2024.
The scale is now substantial. An estimated 12,000 to 16,000 North Korean soldiers have fought in Kursk, around 2,288 reportedly killed, and Zelensky claimed in late July that another 30,000 may be sent. A missile unit of roughly 90 personnel has deployed to the Voronezh region, alongside KN-23 ballistic missiles Russia has fired at Ukrainian cities.
Pyongyang is not doing this for free. South Korea’s Institute for National Security Strategy estimates Russia paid around 14.4 billion dollars between August 2023 and the end of 2025, with reported technology transfers spanning air defence, satellites, drones, and early warning aircraft.
Neither Moscow nor Pyongyang has confirmed the drone-operator claim, and it remains unverified for now.

Pyongyang is likely using the Ukraine front as a live training ground, allowing its troops to gain real experience with drones, electronic warfare, and modern artillery that surpasses home drills. Crews in Voronezh are learning how the KN-23s perform against Western air defenses.
This experience will likely increase the threat to South Korea in the medium term, even with small force numbers. The relationship is transactional; Moscow is reportedly paying Pyongyang in money and technology, undermining sanctions aimed at limiting those capabilities. However, since China accounts for about 98% of North Korea’s official trade, this cooperation appears opportunistic and not a permanent shift.
