The Kremlin confirmed on Wednesday that CIA Director John Ratcliffe held a series of high-level talks in Moscow the previous day, describing them as “contacts between security services.” Spokesman Dmitry Peskov said President Putin did not attend but was “informed without delay” of their content, denying earlier reports that the two men had met directly.
Peskov said he was unsure whether the talks could move US-Russia relations out of their current “profound crisis” and would not confirm whether Russia’s invasion of Ukraine was discussed. The Trump administration has not commented on the trip. Photos showed a US military transport plane landing near Riga, Latvia, before Ratcliffe continued on to Moscow.
It is the first known visit by a CIA director to Moscow since William Burns in November 2021, three months before Russia launched its war on Ukraine. The talks came as US-Iran truce negotiations have stalled, a conflict Moscow had previously offered to help broker.

The last visit of this kind came three months before the 2022 invasion, and a CIA director does not travel to Moscow lightly. Highly likely this reflects a moment of elevated stakes rather than routine diplomacy.
