Ukrainian President Volodymyr Zelenskyy says Russia is stripping air defense from across its territory to protect Moscow. According to the Kyiv Post, he described the capital as ringed by hundreds of S-400, S-500 and Pantsir launchers, with more being pulled toward the Valdai leadership complex and Putin’s Kerch Strait bridge at the expense of coverage elsewhere. Ukrainian officials argue the redeployment opens new openings for long-range strikes into thinly defended regions.
The claim lands as Ukraine’s deep-strike campaign intensifies. A drone attack on Nizhnekamsk on August 11 hit the Taneco oil refinery and reportedly killed 13 people, including a child, and wounded roughly 75, among the deadliest strikes inside Russia since 2022. Days earlier, drones struck Belgorod, damaging residential buildings and the Avtograd shopping centre near a thermal power plant. Zelenskyy has framed the campaign as an effort to force Moscow to the negotiating table.
Ukraine has hit Russian oil facilities with long-range drones almost daily in recent months. Russia, meanwhile, continues heavy missile and drone barrages on Kyiv that have killed dozens in early August and exploited growing gaps in Ukraine’s own air defenses.

Fortifying Moscow, Valdai, and the Kerch Bridge likely reflects a difficult trade-off rather than strength. Russia lacks enough modern air defense systems to cover all areas simultaneously, so concentrating these defenses in the capital and leadership sites may indicate that the regime prioritizes its security over broader coverage along its borders.
The underlying issue is structural. Russia’s vast size was once a significant strategic advantage, allowing it to absorb invasions through sheer geographic depth. However, against inexpensive, long-range drones, this depth becomes a vulnerability, leaving thousands of kilometers of refineries, airbases, and border regions inadequately defended.
