Hamas has announced it will dissolve the Government Emergency Committee that has run Gaza’s civilian administration for nearly two decades. Mohammed al-Farra, the committee’s head, submitted his resignation and confirmed the dissolution, according to Hamas officials.
Hamas spokesman Hazem Qassem said the move removes “any pretexts for the occupation, which continues its aggression and war of extermination,” and said Hamas wants the National Committee for the Administration of Gaza (NCAG) to take over civilian rule. The NCAG is the technocratic body outlined in the US-backed ceasefire plan, but it has stayed based outside Gaza for months, reportedly blocked by Israeli objections and the absence of an international stabilization force.
Hamas’s statement made no mention of disarmament, a core requirement of the ceasefire’s stalled second phase. Analysts describe the dissolution as largely symbolic, a political move meant to shift pressure onto Israel.

Two readings here. This could be a tactical retreat, Hamas stepping back from visible governance now to reassert control once pressure from Israel eases, which would explain why disarmament went unmentioned. Or it could reflect genuine organizational decay, most likely tied to a drop in Iranian backing, a factor that could reverse if pressure on Tehran lifts. Either way, Hamas’s military and political structure will likely stay intact regardless of who nominally governs Gaza.
