British Prime Minister Keir Starmer hosted Ukrainian President Volodymyr Zelenskyy alongside French President Emmanuel Macron and German Chancellor Friedrich Merz at Downing Street on Sunday. The three leaders form the informal E3 security alliance and together represent Ukraine’s main source of European support.
In a joint statement, the E3 backed direct dialogue between Zelenskyy and Putin, with US and European participation, as a path toward a ceasefire. The statement endorsed an open letter Zelenskyy sent to Putin last week proposing a face-to-face meeting. Putin publicly rejected the offer, saying he saw “no point” in meeting Zelenskyy until a peace deal had already been agreed. Separately, a Russian drone struck a storage facility for spent nuclear fuel near the disused Chernobyl plant on Sunday. Ukrainian officials said the facility contained no spent fuel at the time. The IAEA confirmed radiation levels remained stable.

The E3 statement is unlikely to bring direct talks closer in the near term. Putin’s dismissal of Zelenskyy’s letter made that clear before the Downing Street meeting concluded. The more significant function here is diplomatic: by publicly backing Zelenskyy’s peace proposal, the UK, France, and Germany apply pressure on Moscow to justify its continued refusal to engage. It also counters the Trump administration’s framing that Ukraine is the party obstructing negotiations, which has been a recurring feature of US messaging.
The broader strategic picture is worth keeping in mind. Russia’s position has grown increasingly difficult as the war enters its fifth year, with Ukraine showing a notable ability to adapt, including by striking targets deep inside Russian territory. That trajectory does not support a quick resolution. A durable ceasefire requires conditions that do not yet exist on either side. The most likely near-term outcome is continued attrition, with diplomacy happening around the conflict rather than inside it.
