Ukraine Strikes Putin’s Davos on Opening Day

Ukrainian drones struck St. Petersburg overnight on June 3, hitting an oil terminal and a warship at the Kronstadt naval base of Russia’s Baltic Fleet. The attack came hours before Russia’s flagship St. Petersburg International Economic Forum (SPIEF) opened, with roughly 20,000 attendees from 130 countries. President Zelensky confirmed the drones flew more than 1,000 kilometers to reach their targets. Three districts of the city were reportedly affected.

SPIEF, often dubbed “Putin’s Davos,” is used annually by the Kremlin to project economic stability and attract foreign investment. Russia’s Defense Ministry said its air defenses intercepted 354 Ukrainian drones across at least 15 regions and annexed Crimea overnight. The confirmed hits on the oil terminal and the naval vessel indicate that multiple drones reached their targets despite those claims.

So What
The battlefield impact of this strike is likely limited in isolation. Strategically, the timing was precise. Striking an oil terminal and a naval asset in Russia’s second city, hours before a global investment forum, delivers a clear signal to the thousands of foreign delegates in attendance: Russia cannot protect its own critical infrastructure, even hundreds of kilometers from the front line. That message is hard to ignore when attendees can see the smoke.

The strike also adds to a cumulative toll on Russian energy infrastructure. Ukraine has targeted refineries, depots, and terminals throughout the war. Each hit is individually recoverable, but together they degrade Russia’s refining capacity and revenues at a time when Moscow is already under significant economic pressure. This was a well-timed operation with effects that extend well beyond the immediate damage.
