The Ukrainian government acknowledged receiving a U.S.-drafted plan aimed at ending Russia’s invasion and said it was prepared to engage with Washington and international partners to explore diplomatic options. President Volodymyr Zelenskyy’s office confirmed that both Ukrainian and American teams would work through the plan’s points following meetings with U.S. military officials in Kyiv. Although the details of the proposals have not been released, reports suggest they mirror some of Russia’s most far-reaching demands, including relinquishing Ukrainian-held territory.
These reported terms prompted sharp criticism from several senior Ukrainian officials, who called the suggestions “absurd,” “unrealistic,” and a “provocation.” Oleksandr Merezhko, head of the parliamentary foreign policy committee, alleged the plan was designed to undermine Ukraine’s alliances and destabilize public sentiment. He also accused the figures reportedly behind the proposal of seeking relevance rather than offering serious solutions. Ukraine’s first deputy foreign minister, Sergiy Kyslytsya, likewise dismissed the peace plan discussions as detached from current realities.

So What
It is highly unlikely that Ukraine will accept the agreement in its current form, as Kyiv will almost certainly push back hard on several of its points. While the existence of negotiations is a positive sign in principle, the effort appears more likely to be a tactical move by Russia to signal cooperation to the Trump administration rather than a genuine attempt to end the conflict, allowing Moscow to continue its war while projecting an image of engagement.
