Germany expels Russian diplomat over spying case

Germany has expelled a Russian diplomat after summoning Russia’s ambassador and accusing the individual of spying under diplomatic cover. The person, identified as the deputy military attaché at the Russian Embassy in Berlin, was declared persona non grata with immediate effect. The move followed the arrest of a German-Ukrainian woman suspected of passing sensitive information to Russian intelligence. German officials emphasized that they would not tolerate espionage on their territory, particularly when it involves diplomatic immunity. Russia rejected the accusations, calling them fabricated and warning that the expulsion would not go unanswered.

The arrested suspect, identified as Ilona W., is accused of providing details about defense industry sites, drone testing, and military support for Ukraine to a Russian intelligence contact since late 2023. She allegedly also helped her handler attend political events under a false identity and gathered background information on participants. Authorities are investigating two former Bundeswehr members who may have shared official information with her. The case has intensified already strained relations between Germany and Russia, highlighting growing concerns over security and intelligence activities in Europe.

So What

Although expelling diplomats is one of the few meaningful tools Germany has to counter Russian intelligence activities, it is unlikely to significantly deter Moscow, given Russia’s strong and ongoing intelligence requirements in Europe related to the war in Ukraine. The strategic importance of gathering political, military, and logistical information means such operations are likely to continue despite diplomatic consequences. However, the arrests and subsequent interrogation of suspects, along with analysis of their electronic devices, could still prove valuable by exposing wider espionage networks and enabling authorities to disrupt additional covert activities.
