Germany arrests 5 over violation of Russia sanctions

German authorities conducted nationwide raids over suspected violations of EU sanctions involving illegal exports to Russia. Five men were arrested in and around Lübeck, near Hamburg, while apartments in cities such as Frankfurt and Nuremberg were searched. Investigators estimate the value of the illegally exported goods at at least €30 million. The suspects are believed to have operated a network of shell companies since Russia’s full-scale invasion of Ukraine in 2022, allegedly supplying the Russian defense industry and bypassing sanctions. Authorities say Russian state agencies were likely involved, with about 24 defense firms receiving roughly 16,000 shipments.

Among those arrested were German, Russian, and Ukrainian nationals, with the main suspect identified as Nikita S., a German-Russian dual national and business owner in Lübeck. Prosecutors allege that he and his associates used his company and additional shell firms, fake customers, and a Russian recipient company to secretly procure and export goods to Russia. Nikita S. is said to hold a senior role in the recipient company, helping conceal the operation. While prosecutors outlined the structure of the scheme, they did not specify what types of goods were illegally exported.

Enforcement actions like these offer European countries another way to disrupt Russia’s war effort by targeting its reliance on Western technology and supply chains, even if such measures may seem limited at first. Because much of Russia’s economy and military production still depends on access to Western goods, cracking down on sanctions evasion can weaken these systems over time. Additionally, restricting the ability of Russia’s elite to obtain Western products may create internal pressure on the leadership, potentially increasing dissatisfaction with the war. While this approach is far from guaranteed to succeed, sustained and coordinated pressure remains valuable at this stage of the conflict.
