German authorities have arrested three Ukrainian nationals suspected of working on behalf of Russia to carry out sabotage operations. The individuals were allegedly plotting to commit arson and send explosive-laden packages targeting goods transports en route to Ukraine. These acts were reportedly part of efforts to disrupt logistical support for Ukraine, with the suspects believed to have coordinated with individuals linked to Russian state agencies. Two suspects were apprehended in Germany, while the third was arrested in Switzerland. The men had reportedly tested their methods by mailing parcels with GPS trackers to Ukrainian addresses.
German intelligence services have expressed increasing concern over Russia’s covert operations within the country since the 2022 invasion of Ukraine. Authorities suspect that the Kremlin has been recruiting operatives to conduct espionage and sabotage, targeting German military and industrial sites involved in supporting Ukraine. One of the arrested suspects had discussed possible attacks on German soil to hinder aid to Kyiv. Additionally, an earlier incident involving a burning parcel on an airport tarmac has been linked to potential Russian sabotage, reflecting the broader threat landscape as perceived by German officials.

This is at least the second plot uncovered recently that aimed to detonate an explosive on a cargo plane. This target is interesting and likely contributes to a significant increase in security measures. It’s possible that these planes are targeted both because of perceived ease of access and the desire to minimize civilian casualties. A large terrorist attack on a passenger plane would likely strengthen the resolve of Europeans. Regardless, Russia will almost certainly deny any involvement in this plot and will continue forward.
