The EU foreign ministers convened in Brussels to address several pressing issues, including the conflict in Ukraine, the situation in Belarus, and the humanitarian crisis in Gaza. EU foreign policy chief Joseph Borrell led discussions with US Secretary of State Antony Blinken, emphasising the transatlantic partnership, preceded the meeting. Attention was particularly drawn to Russia’s aggression against Ukraine, with Ukrainian Foreign Minister Dmytro Kuleba participating remotely. Belarus’s support for Russia and the deteriorating human rights situation in the country were also key topics. The EU intends to allocate an additional €5 billion for military assistance in 2024 and is considering further sanctions in response to the death of Russian opposition leader Alexei Navalny, aiming to target around 30 individuals implicated in human rights violations.
Borrell expressed optimism about reaching a consensus within the EU to impose sanctions on both Hamas and violent Israeli West Bank settlers. These measures are in response to ongoing tensions in the Middle East, with a focus on addressing violence against Palestinians. The EU’s stance reflects a commitment to upholding human rights and combatting terrorism, as it classifies Hamas as a terrorist organisation. The proposed sanctions signal a multifaceted approach to promoting stability and addressing human rights abuses in the region, underscoring the EU’s diplomatic efforts in addressing complex geopolitical challenges.

Assessment
The globe faces a range of significant challenges; prioritising them will be a continual and evolving issue for the EU. While it is likely that they will always prioritise issues closer to home, such as the conflict in Ukraine, issues such as Houti attacks on shipping are likely to disrupt the bloc at a similar level. It will be a challenge for the EU to cover all the challenges with enough funding, so some will likely get less attention than others and time will tell if they made the right choices.
