Hungary’s New PM Declares War on Corruption

Hungarian Prime Minister Peter Magyar unveiled a sweeping anti-corruption package in parliament on Monday, dubbed “Operation Purgatory.” The plan includes amendments to 47 laws and the creation of a National Asset Protection and Recovery Office, tasked with investigating suspected misuse of public funds over the past two decades. Magyar estimates corruption has cost Hungarians between 8 and 10 percent of GDP in recent years.

Magyar also moved to remove President Tamas Sulyok via constitutional amendment. Magyar has accused Sulyok, one of Hungary’s least popular politicians, of propping up the rule of former PM Viktor Orban. Sulyok denies having a political agenda, saying he was merely providing checks and balances. If removed, parliament would elect a new president for a maximum of five years. A broader constitutional review, including a referendum, is planned for autumn. Additional reforms include a 70-year age limit for Constitutional Court judges, which would force Orban ally Peter Polt to retire, and a 12-year cap on lawmakers’ terms.

This is a meaningful step, but expectations should be tempered. Magyar’s government isn’t positioning itself for a sharp liberal turn in Hungary, and those expecting a major ideological shift may be disappointed. However, it does aim to address the structural corruption of the Orban era, which impacts the economy and foreign investment. Cleaning this up could be the most significant action a post-Orban government can take for ordinary Hungarians. If successful, it could lead to more transparent courts and renewed EU confidence in Hungary. The main uncertainty is whether Magyar has the political strength to implement these changes, as Orban-aligned officials still hold key positions and may resist restructuring efforts.
