A Russian military court sentenced Pavel Popov, a former deputy defence minister, to 19 years in prison for corruption on Friday. The 69 year old was arrested in the summer of 2024 on suspicion of fraud linked to Patriot Park, a war-themed tourist attraction near Moscow. Investigators said that from 2021, Popov had been diverting building materials from the park to his personal country house. He pleaded not guilty and his lawyer said he would appeal the verdict. He was also fined 85 million roubles, roughly $1.10 million.
The sentence is the harshest handed down in a series of corruption cases that have shaken the upper ranks of the Russian military. Popov is one of at least a dozen officials caught up in the biggest wave of corruption scandals to hit the Russian Defence Ministry in years. All of those arrested are closely connected to former Defence Minister Sergei Shoigu, who President Vladimir Putin removed from his post two years ago. Putin replaced Shoigu with economist Andrei Belousov, a move widely seen as an effort to tighten control over Russia’s defence budget and crack down on corruption and waste.

While Popov was almost certainly corrupt, it is likely that his conviction is not solely driven by the corruption itself. His real crime, in the eyes of the Kremlin, is more probably linked to Russia’s poor performance in Ukraine, where corruption played a significant role in the military’s failures during the early years of the war. The Russian military was found to be lacking huge amounts of supplies and equipment, suggesting that widespread corruption at the highest levels had left it severely underprepared. His prosecution is therefore more likely a consequence of those failures than a genuine effort to clean up the Defence Ministry.
