Germany’s Federal Public Prosecutor’s Office announced the arrest of two individuals accused of spying for Russia. The suspects, a 45-year-old Romanian woman detained in Rheine, Germany, and a 43-year-old Ukrainian man arrested in Elda, Spain, are alleged to have conducted surveillance on a German national who was supplying drones and related components to Ukraine. Beginning in December 2025, the Ukrainian man gathered information and made video recordings of the target’s workplace, with the Romanian woman later taking over the operation when the target relocated to Spain, filming his address with her phone.
Prosecutors stated that the surveillance activities were likely intended to prepare further intelligence operations against the target, with German magazine Der Spiegel reporting that investigators believe these could have included physical attacks or even an assassination attempt. The case reflects a broader pattern identified by German authorities, whereby Russian intelligence services are actively recruiting untrained “disposable agents” via social media to carry out acts ranging from arson to property damage, in exchange for small sums of money.

Russian intelligence activity is highly likely to continue growing as the conflict in Ukraine persists, with Moscow’s use of disposable agents presenting a significant challenge to counterintelligence efforts, given that Russian services will almost certainly maintain a steady pool of individuals willing to conduct operations in exchange for money. The recruitment of untrained, low-cost operatives via social media makes these networks difficult to disrupt, as their lack of formal ties to Russian intelligence obscures attribution and complicates detection. Of note is the question of whether this particular operation was directed by Center 795, especially if the surveillance of the target was intended to facilitate actions beyond property damage, such as the assassination or kidnapping of individuals, potentially including journalists, linked to Ukraine’s war effort.
