U.S. Secretary of State Marco Rubio said that any meaningful talks with Iran must address not only Tehran’s nuclear program but also its ballistic missile arsenal, regional activities, and human rights record. Iran, however, has insisted that negotiations be limited strictly to nuclear issues, warning that U.S. demands to broaden the agenda could derail planned talks. Disagreements over the scope, format, and location of the meeting, originally set for Turkey and possibly moving to Oman, have raised doubts about whether the discussions will take place. President Donald Trump has added pressure by warning that Iran’s leadership should be “very worried,” keeping open the possibility of military action if diplomacy fails.
Tensions remain high after recent military clashes and U.S. threats, alongside increased naval deployments in the Gulf. Iran seeks a nuclear deal for sanctions relief and to ease domestic unrest but rejects U.S. demands to halt uranium enrichment, limit its missile program, and cut ties with regional allies. Iranian officials see limits on missiles as a major hurdle but show some flexibility on enrichment. With rising oil prices and regional concerns about conflict, both sides feel pressure to negotiate, though deep mistrust and differing priorities complicate the process.

The current U.S. military posture strongly suggests a deliberate strategy to pressure Iran into accepting a deal on terms unfavorable to Tehran. With China and Russia constrained by their own geopolitical and economic challenges, their ability to offer Iran meaningful support appears limited to rhetorical backing and symbolic nuclear signaling rather than concrete assistance. This leaves Iran increasingly isolated and vulnerable to external pressure. As a result, in the short term, the Iranian leadership is likely to face intense strategic and domestic strain, alongside a heightened risk that the United States could escalate tensions further through a limited kinetic military strike.
