Europe Urged to Bolster Defences Against Hybrid Warfare

European Commission President Ursula von der Leyen warned that Europe must urgently strengthen its defences against what she described as an escalating campaign of hybrid warfare. Speaking at the European Parliament in Strasbourg, she cited recent airspace violations, cyberattacks, and damage to undersea cables as part of a deliberate effort to destabilise the European Union. Von der Leyen said these incidents were not random acts but a “coherent and escalating campaign” meant to unsettle citizens, test EU resolve, divide member states, and weaken support for Ukraine. While she did not explicitly accuse Moscow of every attack, she said Russia’s goal was clearly to “sow division,” echoing European officials who have already blamed the Kremlin for some recent incidents.

In response, the EU is preparing joint defence initiatives, including a possible anti-drone shield and a long-term strategy to counter such threats by 2030. At an upcoming Brussels summit, EU leaders will seek to finalise a road map to strengthen deterrence and better protect the bloc from future Russian aggression, which some officials warn could escalate into direct attacks on another European country within three to five years. Von der Leyen urged Europe to adopt a “new mindset” focused not just on reacting but on deterring threats before they expand, calling for unity and resolve. Her remarks align with those of German Chancellor Friedrich Merz, who recently accused Russian President Vladimir Putin of waging a hybrid war aimed at destabilising all of Europe, not just Ukraine.

While the best way to ensure peace in Europe is through a strong united front, the risk of accidental escalation is also high. It remains unlikely that there will be a direct confrontation between NATO and Russia. Regardless, it appears likely that NATO is going to step up its ability to engage unknown targets in its airspace, as well as increase its military capabilities and production.
