The Congo River Alliance (AFC), a coalition of Congolese insurgent groups that includes the M23 rebels, has accused the Democratic Republic of Congo’s government of violating ceasefire agreements designed to end conflict in the country’s east. Fighting has escalated this year, with M23 capturing the region’s two largest cities. AFC leader Corneille Nangaa stated that successive breaches of the ceasefire were undermining the peace process, which had been facilitated through Qatari mediation. Both sides had agreed in July to begin negotiations by early August and finalise a deal by mid-August, but those deadlines passed without progress.
Nangaa specifically blamed government forces and allied militias for attacks in South Kivu, while Kinshasa has yet to respond to the allegations. He called on Qatari mediators, the African Union, and the United Nations to hold the government accountable, warning of potential retaliation if violations continued. Meanwhile, President Felix Tshisekedi signalled a firm stance in a speech to his coalition, saying he would only engage in dialogue with Congolese actors committed to rebuilding the country and overcoming the crisis, suggesting little room for compromise with groups he deems obstructive.

Stability in the Democratic Republic of Congo remains highly unlikely in the short term, as ongoing clashes and unmet negotiation deadlines undermine ceasefire efforts. While a temporary reduction in hostilities may be possible in the medium term, sustainable peace appears contingent on the Congo River Alliance relinquishing control of captured cities, an outcome that remains improbable. The AFC’s accusations against Kinshasa are also likely to heighten tensions with Rwanda, which is accused of backing the insurgents, further complicating prospects for regional stability.
